About Me

Born, raised and educated in California, I have lived most of my adult life outside of the US and worked primarily in global development, currently as an independent consultant for the United Nations and other international and national organizations. For the past six years, I have been an adjunct professor at Tulane University and directed the Panama programming for the Tulane Global Development Master’s. Prior to this, I helped establish the UNDP Regional Centre for Latin America and the Caribbean in Panama and headed its research and knowledge management efforts. I hold a PhD in International Development from Tulane, an MBA from IESE in Barcelona and a BA from Stanford University. I am based in Panama and my research and consulting focus on capacity development, particularly for higher education, and developing region education policy. My recent article “The Role of Higher Education in Equitable Human Development” was a Springer most accessed/read article of the year (2016), and my recent book, The United Nations as a Knowledge System (2015), has just been released in digital format. About to go to print is my co-edited volume, Innovative North-South University Research in Latin America and the Caribbean.
